The top-most six pictures are what he's referring to. Above them, it even says, "Here is what most Christians today think modest dress is."

In my area (New Orleans), it's warm and humid from March/April to November, with the other months being mostly mild and only a few weeks of temperatures below 10°C. Because of this, many women here wear somewhat more revealing clothing when in a casual environment (like tops with spaghetti-straps, mini-skirts). In an office environment, I would expect most women to wear what's in those six pictures (or slacks).
