It depends on how you define the terminology. Some would say the soul is the immortal part. The mind is your brain or thinking part that may be part of your soul or may be related wholly to the physically. Others take a more Aristotelian point of view that your soul is closer to purpose and the two are the same. When you die both your mind and soul cease.

If you accept the view they are separate the soul is a blank slate when you are born. Life is what makes it good or evil.

There is also the view that the soul itself may be evil but a "good mind" could simple refer to the mind being health, intelligent, etc.
