I suppose so, but I find conservative or libertarian arguments to the contrary to be fairly cruel and indifferent to humanity.

While it is true that driving is not itself a right and we require the insurance for those that do. It does not change the fact that conservatives and libertarians want health insurance to be a privileged in nearly all of their proposals. Making life not a right. Meaning all other rights are moot in the process.
