    There is one restaurant in New Orleans (a tourist trap sort of place) that is known for a very strict policy. It's a kind of diner setting, and everyone who sits is required to order something, and customers only have a few minutes after they're done until they're asked to leave. There's nothing really comfortable about the entire place, but the food is good for diner stuff.

Not Camellia Grill, right? I had the best banana cream pie ever there, and I'm not even a big fan of banana cream pie.

    Generally, however, New Orleans is extremely pro-loitering.

Same with New York City for fast food and Starbucks. I've never ever seen anyone get kicked out of a Starbucks and I'd be surprised the behind-the-counter staff even pays attention to who's in the store normally. There are a fair amount of volatile people in NYC so smart staff wouldn't bother patrons unless they are actively egregious.

    Also, except for service stations, I've never been in a business that locks bathrooms.

Some fast food places in Manhattan lock their bathrooms, but that's to prevent drug users from going in there and shooting up for hours on end.
