Along those lines yes. I think that a country has to make alot of calculations about what conflict is in their best interest to get involved in.
Countries are not really like Superman or Captain America, trying to do the right thing all of the time just because it is the right thing to do.
I wish more was done on humanitarian grounds anyway and SA has had it coming for a while but if a country has something that is required by the world than it is hard to act as harshly against them. Russia is demonstrating that alone.
If anything it highlights how many countries should push for energy independence (preferably towards renewables), as it greatly undermines the political and economic power of OPEC (which includes SA and Russia) and would allow stronger action against negative behavior.
But that does not fix the solution now and would be investment in undermining the power at the root of the inconsistencies.
