I'm not. In multiple posts I believe I have said I would love to hear alternative proposals to those commonly put forward. 

My confidence that I do not know all is certain. If you have something that let me know. 

As for the fact that actions would be challenge in court. I am pretty certain of that. You should be too if you pay attention to any political action. Does that promise certain defeat? 

No, but if you think a massive progressive proposal is getting through the current Federal court system than it is wishful thinking. It is possible I guess, but only in the barest terms. Given that Federal courts now decide immigration policy and define the CDC's authority as limited to methods of sterilization in their recommendations.
