I mean it depends alot on definitions right? I mean how many truely communist governments have their been? Most of them tend to be more authoratarian from the get go and then implement parts of it. I am not saying it does not work in theory or practice but what we often think about as communist governments really were selective in the aspects used.

But places like the USSR, Cuba and so on were not good places to live and generally were pretty bad in terms of hardship and suffering. Brought on by both terrible leaders and economic hardships.

I am not sure that I would use secret police as evil. I get what you are saying. Secret police that take people in the night without a trial or anything but I think that action of taking people without a trial is more evil. Generally, a government that governs without regard to those being governed would probably indicate evil.

It is easier to identify evil acts committed by a government though. Ones that directly result in killing, harming or otherwise taking with the reason only to enrich itself or similar. Keeping power for powers sake and so on.

    For extreme simplicity, I'll define an evil political regime as one that employs secret police.

Not that I can think of but I do not know about all attempts on communism. I do know that alot of communist countries selectively followed the ideas of Marx and were more authoritarian in many respects.

And governments that tend to consolidate power into the hands of a few tend to become more corrupt more quickly and do more and more horrible things to maintain power.

    Do you agree that employing secret police is a valid litmus test for whether a political regime is evil?

I mean it is not a bad starting point. There are just alot of questions that boil up. Actions taken by governments are for sure evil, but what it takes is probably complicated. At least in terms of length of a definition.
