For purposes of this discussion, I'll take the regime's word for it. If it says it's Communist, then it is.

The idea of a litmus test is to have a straightforward, objective measure. My rationale for the one selected is, I believe it's impossible that any regime which employs a police force in secret against its political opponents could be anything but evil. Meanwhile, a regime that does NOT employ a police force in secret against its political opponents must have a modicum of honor, which means it must be something other than pure evil.

It strikes me as meaningful that every single political regime that has ever self-identified as Communist has employed a police force in secret against its political opponents. It is of course equally meaningful that theocratic and fascist regimes are known for the same tactic.
