DK was a Japanese government official in disquise who first faced the All-Star Squadron in A-SS#4 (could have been #5). Actually, he had the Holy Grail a.k.a. the Grailstone while Hitler had the Spear of Destiny. He was last seen in Stars and S.T.R.I.P.E #13, IIRC, when the Shining Knight apparently killed him. His daughter, Shiv, has been a member of the Injustice Society in JSA.

Maggie did start in Metropolis. She was a supporting character created by John Byrne as part of the post-COIE Superman reboot.
