Oh, I am sure she will be mentioned at some point. That's the beauty of this set-up.

Either it will work out. Then she'll appear, there'll be an enormous Crisis-like event but things will remain (mostly) the same except they'll eliminate the impopular new characters, and at the end she'll reveal herself and go "Once again, everything is the way it always was supposed to be". I am absolutely certain - like you - that she is a failsafe. Especially with her totally nondescript appearance. Who is under that hood?
It could be Kismet. Or Weeja Dell. Or Harbinger. Or Mother Herrae. Or Gaea. Or Hippolyta. Or Queen Aga'po. (Well, maybe not her.)

But so far, even Mandrakk has had more screen-time than her. She's just Reset Button lady.

Seriously. Would you put it past them to try to insert her... as a straight-up cosmic character? "I am the guardian of time. I protect reality from the madness of unrestrained growth. I stem the tributaries, prune the wild branches and cut out that which not fits."
And at the end of all time, she goes insane and turns into the Time Trapper. Who also might be Destiny after he loses his book because there ARE no more destinies.

Good mystery element to this whole shebang too.
