    The intentions underlining the series are commendable, but I question who this character is being aimed at. A mature actor clad in those sort of togs is a hard thing to sell on its own, but this casting puts Black Lightning on an older demographic than the CWs other superhero shows and would be challenging to incorporate into that portfolio.
    I wonder why this character as opposed to the established Vixen, Bronze Tiger, or Mr Terrific.

It's possibly because Bronze Tiger has been optioned by the Suicide Squad movies, and Vixen and Mr Terrific by Legends of Tomorrow. I don't know, though, just a feeling.
And maybe they feel that if they do Black Lightning as he was originally presented in his late 1970's comics they can tap into that 'street level superhero' vibe that seems to be working for Marvel. They'd even have a built-in analogue for the Hand in the 100, and an analogue for the Kingpin in Tobias Whale, with the added visual of his albinism. And even an established connection to Merlyn.
