To an extent yes. She is an excellent gymnast but not on the same scale as a Dick Grayson or Tim Drake, these are people trained close to the very pinnacle of human potential. Originally she had only the Cosmic Belt and so that informed how she fought, later when Jack Knight retired she effectively became 'Starman' and the Star Rod became he chief and only weapon, even though she still wore the belt.
In hindsight as I say i think it was an error to give her the Staff, the thing is the equivalent of a nuclear bomb and solves her problems all too easily, the moment she got it she didn't need anything else to get her through whatever problems she was faced with and the character lost a good deal of her sparkle and appeal...
