I would say myself that Darkseid has always been the major villain figure in the DC lore since Jack kirby created The Fourth World - and that that has become something of a problem. After all it is widely accepted that the character was overexposed through the 1990s onwards, a process which served to diminish and devalue him as many of the stories he appeared in were not important enough, nor worthy enough, to even justify him appearing.
But The Fourth World is a place in the DC Universe that was bolted on after Kirby devised and developed their mythos, and in that act of making it an extension of the DC Universe it became a source for story and plot devices. It isn't that the publisher hasn't attempted to create alternatives to Darkseid - The Anti-Monitor, The Overmaster, Trigon, Imperiex, Lady Styx, Neron, Mordru, Dominus, Parallax, Solaris, even introducing Helspont and Doctor Manhattan into the DCU, alternatives do therefore clearly exist to resorting to using Darkseid, but perhaps because of the world and backdrop Darkseid comes from and can employ the appeal and benefit in using the character comes from his position as part-master of that Fourth World... none of the other villains mentioned above can claim to have any of the depth of originality and imaginatively crafted backstory which Jack Kirby gave to his New Gods, and therein lies the continual appeal of Darkseid and the outlook he by nature projects onto the Universe.
