Impulse #50 was not the first comic to reference Batman naming Impulse.

In Secret Origins 80-Page Giant (a Young Justice themed special, cover date DEC 98) there's an Impulse story by Waid and Ramos in which the following exchange takes place:

CAROL: So, who named you Impulse?
BART: Batman. I have no idea why. Was he being funny?

Wow. I used to own a copy of that book, and I'd completely forgotten the exchange! Any chance you can scan the relevant panel(s), and if so, would it be okay if I added it to the post?
