Uhh no, nothing like that. It is just that there are different forms of timetravel, some allow to change the past and some don't(meaning that the writers make it up as they go along).
It is generally understood that altering the past is a BIG NO NO(unless it is to undo some distopian future or the Legion of Superheroes does it, then it is OK! ;\-\) ), but villains, especially crazy nutters like Reverse Flash don't give a hoot about the possible consequences.

Ah, but that's not how the story actually worked. Thawne altered time by killing Barry's mother, and time worked around the damage. Barry tried to stop Thawne from making that change, and time went blooey so that the DCU became an absurdly bloody dystopia. Time worked with the murderous bad guy to maintain a semblance of the regular universe; it fell apart when the hero tried to undo the bad guy's damage and *save a life* that, paradoxically, should never have been in danger in the first place.

In fact, the solution to the hellish world of Flashpoint was for Barry to give up on saving his mother. Killing Thawne didn't do a thing, nor did it undo Thawne's murder and the effective destruction of Barry's father thanks to Thawne's frameup.

So the rule seems pretty clear based on the story. The evil, Negative Speed Force allows you to change the past at will; the good-guy version doesn't. Moreover, by trying to stop Thawne, Barry even made him independent of Barry's powers, enabling him to kill Barry at no cost to hismelf or to the changes Thawne made in the timeline. Barry says as much during Rebirth, and again during the Hot Pursuit storyline. Flashoint bears this out completely.

Geoff Johns has defined the DCU as a place where the laws of time travel favor the bad guys.
