I haven't watched Arrow either, as I'm not a big Green Arrow fan, so I'm not sure of its tone compared to Smallville, which I watched until the end.
My biggest problem with Smallville was dragging out the no flying, no costume rule. It made the middle years very unfocused. The last year was really good since we finally got the end of the story.
Smallville had Bart on the show, but not as someone from the future, just a guy from current times with powers. Since this new show will have Barry, hopefully they keep the police angle and he is introduced during some police investigation involving Oliver.
What I do wonder is if this will be full-fledged Flash in his costume, or will they do have him running around in some red outfit different than the costume to start.(like Smallville delaying the Superman outfit). The Green Arrow costume on Smallville was decently close to what Oliver would wear to start (hood to hide his face), but I've seen people complain about Arrow since he just put eye black around his eyes as a disguise.

The article I read said Barry will be in full red Flash uniform. He starts on three episodes of Arrow as Barry becoming the Flash at some point. Not sure if they mean he becomes Flash on the Arrow series or in the start of his own series. They are calling it a back door pilot. I am sure Warner insists on using Barry Allen but it seems like Wally or Bart would be a better fit for the show. Although on second thought Barry will probably be younger and will be tailored for the audience. Much like Smallville.
