Hello, did you notice that, in Forever Evil #1, the Rogues said that they were better without their superpowers, when they only had metaweapons.

Do you think that the comment is "tongue in cheek" ?

Do you think that Geoff Johns prefered the Rogues without superpowers but allowed Francis Manapul & Brian Buccellato to do what they wanted with the Rogues ?

The New 52 Flash series introduced the metapowers angle by showing the Rogues were extremely ticked off at Cold for convincing them to get these powers, all of which have painful side effects or severe drawbacks compared to their old weapons. It's implied that the scientist who gave them these powers deliberately screws people over in this way (and others) so that he can learn about metahumans to gain power for himself.
