Wells even had a hidden camera in Barry's lab, to watch the lighting strike.
He either knew in advance that the particle-accelerator would fail, or he made certain that it would. Now he doesn't appear to me like a guy, who leaves things to chance, so yeah, he rigged it from the start.

Wells/Zoom/RF knows what history happens and he is basically on a fulfillment paradox as it were. He knows there was a villain named Reverse Flash, and either discovered that it was himself or made himself into the villain regardless of that and now he must play the role that history has already stated he must play.

Remember Babylon 5 and the Story arc regarding Babylon 4 and Commander Sinclair? Similar thing. Sinclair was informed as to what has happened, what will happen and what MUST happen an thus he had to go and fulfill what history and the future dictated has happened and will happen. An endless circle.
