I think you're placing more importance on the character than is really warranted. He's more of a plot device than a character. He exists to motivate Barry. I doubt he'll ever have his own independent story line. Unlike, say, Wells, whose life prior to STAR Labs may become the subject of flashback sequences.

John Wesley Shipp is cool, and the old series was cool - I own it on DVD - and the homage to the old series is cool. But I will be very surprised if Barry's father gets his own independent story line.
