    I remember him as being a sympathetic villain in the comic book and ... on the show, he behaves like the king of assholes, endangering innocent citizens in the process, while at the same time believing that he is smarter than people around him.

    I should be glad that he is a main character of the TV series and that he has not been forgotten.

    Like Clock King & Grodd, they successfully managed to adapt him to the series : he could easily have become the most ridiculous character on the show but, on the contrary, his power & his mind make him one of the most dangerous villains.

    Still, I am surprised that his goodness has been totally erased in the process and that he is only portrayed as the 'reverse Cisco' villain.

I take the longterm view on Pied Piper, this was his origin story and he is obsessesed at taking revenge on Harrison Wells. Once that obsession is gone it should be a different Pied Piper that gradually emerges. Though thinking on what you say it may make good sense to have him join with Cold's crew to become their techno-wizard, The Pied Piper in the comics was originally a villain patterned in their mold after all.
The Flash has a very good rogues gallery but up until recently they have been somewhat stuck in the Silver-age, it wasn't until Geoff Johns took over Wally's book that we even saw the main Rogues as a main feature once again and taken as a serious force. So the minor updates have been a necessity. Some, like Abrakadabra and Dr Alchemy, have yet to appear in a modern context, whether The Turtle and Mazdan will ever be seen again though is uncertain.
