    So what is the deal? If the Original Wally West has returned, is he to resume the mantle of Kid Flash? Who is Black Wally West? Why are there two Wally Wests?

Originally, when the New 52 started, Wally West was changed into a black character. And according to my sources, a LOT of fans were upset over this (myself included). Which is completely understandable since Wally was the primary Flash for over 25 years and he's the favorite for many (again, myself included). So, it's not very surprising Black Wally didn't make very many appearances.

To appease the fan base, they brought back the original Wally West in DC Universe: Rebirth #1.

The original Wally still calls himself The Flash and is starring alongside the original Titans in the title "Titans" and he will not become Kid Flash again.

Black Wally is a distant cousin, as I understand it, and another of Iris's nephew's (and since this Wally is black and Iris is white, not sure how that works, but whatever).

Black Wally will become the new Kid Flash, if he hasn't already. And that is why there are two Wally Wests.

One is the son of Daniel West, the other is the son of Rudy West, both named after their grandfather.

And since "old" Wally was removed from everyone's memories, it would work if "new" Wally was born in that timeframe, but I don't think that fits since "new" Wally seems teenaged.

If not, I guess it is not unheard of for cousins to have similar names,
(My mother in law has a sister Gwen and cousin Gwen, my dad has two cousins named LeRoy and LeeRoy)
but in such a small family it would be unique.
