Also I find it slightly odd that Nora cannot phase until Barry teaches her, yet she can time warp.

So we shall see if she is there to fulfill future history or if she does change things. She may try to help avert Barry disappearing in the crisis. Perhaps future iris has sent her back to save Barry?

Nah, I doubt the writers are thinking that far ahead.
