From the episode (and even from your own comments before your guess) I get the vibe Nora isn't really interested in bonding with Iris. I don't sense any hatred towards Iris but not much love there either.

I think she did grow up with Iris in her life...and doesn't care for Iris. Nora spent her childhood wanting to meet the father she never had. But maybe she also spent it wishing she never met the mother she did have. Losing Barry may have turned Iris bitter.
