Thawne's smarter that's for definite, but, faster? I'm not so sure. I think they are probably at similar speeds now. And Thawne cheats, he uses tachyons to go faster.

During series 2 when he took on Zoom. Zoom was considerably quicker than Barry, but there was an episode in series 5 where Barry time travelled back with Nora and there was a chase and Zoom didn't manage to catch up THAT easily. Zoom was faster even than Reverse Flash.
