As I recall, in Rebirth it was stated that the Corps never actually executed Sinestro, they simply imprisoned him inside the CPB. All ghosts of Sinestro were Parallax constructs. Maybe that still works for driving John mad. When the Guardians resurrected Sinestro in Rebirth that was another construct. How could they not know? When Hal cracked open the CPB to steal its power, Sinestro escaped and hid out for 10 years (real time). When Hal/Spectre encountered Sinestro's soul that was yet another construct, I guess.

I don't like these retcons when they state that what you saw in the original comic never happened, i.e. the Corps deciding to execute Sin. Johns likes to do that, like in Teen Titans when he suddenly announces that Kon-El is a clone of Superman and Luthor. He just invalidated 10 years of comics!

Well the Guardians not knowing Sinestro was a construct makes about as much sense as how they couldn't snap their fingers and shut down all of Hal's rings when he reached OA.

But the excuse given in that book was that they were so atrophied that they just couldn't do anything. Only Ganthet had the desire to act but other Guardians threatened to stop him.

Later in Rebirth issue 4 I believe was when Ganthet confronts Parallax claiming his lost memories were restored and Parallax called him a liar and that with out chaos the guardians have no reason or purpose.

That is one time when I think the villain was telling the truth. The Guardians knew they were atrophied and needed regeneration. They knew Sinestro was in the CPB and that he made the switch after being released, they knew Parallax was corrupting Hal.

They ALLOWED it to happen.

The original plan for Emerald Twilight called for Hal to learn the Guardians caused his father's demise to ensure that Hal would be a fearless Lantern and planned for him to become a Lantern one day. Hal later would quite the Corps and call himself the Protector and learned he didnt need a ring to use the power.
