Gardner was writing more Perry Mason books even into the 60s when the TV series was going on. By then I'm sure Gardner wanted Mason to live up to the clean cut image people were seeing on the TV screen.
But I'm pretty sure Jim Rockford was not inspired in any way by Perry Mason. The similar rough edges was just a coincidence. I seem to recall reading that the creators of The Rockford Files just wanted the title character to be a modern day Bret Maverick.
Also Jim Rockford tended to get beat up a lot more than Mason.
