We didn't see electricity come out of Thor's hands until after Hela appeared. We didn't see electricity come out of Thor's hands until after he met Dr. Strange. We didn't see electricity come out of Thor's hands until after he landed on Sakaar. Correlation is not causation. The movies are not the comics, and even in the comics Odin has died several times without Thor gaining the Odin Force. When the Celestial Fourth Host killed Odin, Thor didn't get the Odin Force. When Surtur and Odin died together under Walt Simonson, Thor didn't get the Odin Force. When Odin died after a battle with Mangog, Thor didn't get the Odin Force. There has only been one instance in which Odin died and then passed the Odin Force along to Thor.
Anyway, it's clear that Thor does not have the Odin Force in the film because first, the Odin Force has never been mentioned in the movies and so we don't even know that it exists in the MCU. Second, the movie is about Thor finding his own source of strength. When Odin asks Thor if he's the God of Hammers, it's certainly not to say that Thor is the God of the Odin Force.
