I wonder, if say Charles Xavier or Dr Strange were to work with Banner to seal up the memories of his child hood abuse and death of his mother into a "memory vault" in the back of his head with a "NEVER OPEN" sign on it and leaving Banner with the knowledge that his traumatizing past is locked behind it and that he must never open would help him?

Block out the memories with Banner knowing they must be blocked might help trigger integration with the Hulks

I like the idea. Maybe not a complete block, but maybe something similar to a lock such as one used in canals (e.g., Panama). You control how much information Banner is able to process, helping him navigate the morass in his head, much like the amount of water enters a lock, and ensure that he is stable (accepting the truth and learning how to live with it) before he moves on to the next part of his "canal". We have seen what happens when he does repress, suppress, or lock up any emotion--at some point, it leaks out or even worse, it erupts (re, Savage's return when Joe was the primary Hulk).

What compounds the issue is finding someone they all can trust. Outside of Sampson, who is there? Strange is somewhat questionable, but Xavier and any other telepaths would not be welcomed.
