In my opinion, the very best issues are #85-109. The art and writing was really clicking on all cylinders during that period. Since then, if you like Golden Age flavor, I'd suggest #119 (lead story is crime genre with 3 masked heroines against the mob), 124 (lead story is jungle girl story with a bit of slapstick), and 132 (lead story is old-style comic book western) as a start. Of course, I wrote those 3 stories (and, if it turns out you like them, there are several more issues in the last few years that I could recommend!), so I am biased.

Haven't yet read anything post-'92, but it would not surprise me if your criticisms are right. I also concur that boobies should just be the icing on this book, not its reason for existing.
