BTW, if you have not read it yet, I recommend the Penguin Arkham TPB (2018).

It collects some of the stories which obviously inspired Gregg Hurwitz (besides the Batman Returns movie).

(Nota Bene : there is unfortunately a big mistake in the TPB : they forgot to add Detective Comics #541 and it is a shame because it was the conclusion of the story told in Batman #374.

They already had done a similar mistake in the Hugo Strange Arkham TPB.)

It is a very interesting TPB because it shows how the different writers managed to make the Penguin an interesting & fascinating character even though he is considered to be ridiculous by many.

Hugo Strange & Penguin are among the characters that I like the most in Batman's rogues gallery because there are a good example of writers' creativity.
(It is no surprise that, IMO, Penguin, Riddler & Hugo Strange are the best characters on the Gotham Show ...)
