Cassie was being raised by Scott's sister Ruth and Ruth's husband Carl while Scott was in prison. Which tells me Cassie's mother was almost certainly already out of their lives at that point.
Funny enough I think Cassie's mom being Rae the super villain is much better than Cassie's mom being Peggy the deadbeat who let her sister-in-law raise her child.

I kind of like the she abandoned Cassie out of self interest angle myself. It makes Scott out to be an even better dad IMO. Before Peggy was really introduced as a character the context clues kinda pointed to her just being the worst. Why would a mother with a sick child dump the child to live with an aunt after the father was sent to prison? I was disappointed Peggy wasn't way worse. As it is she's just a shrill mom who always want to lay guilt trips on Scott. But she's a crap parent in my book for leaving an ill Cassie with Ruth while Scott was in jail.

I wouldn't like that sort of retcon. I'm fine with Rae being the mom and being a super villain. But I don't want her to be behind Scott becoming Ant-Man. Best to just let that be coincidence IMO.
