That aside, I don't think Rhodey or Pepper being "resourceful" in armor quite works dramatically compared to the genuinely unarmed street-level types. It's always going to lack a certain level of authenticity compared to, say, Punisher, or even someone like Harley Quinn.

But I suppose we'll see if I'm right or wrong soon enough. They will likely try to make Pepper seem very resourceful, and the sales will decide whether that attempt synergizes with power-armor or not.

It is a legacy character trope of course.
Compared to Tony Stark and his intelligence of course the reality is that these characters are not quite as good to read about. They certainly will rely on the suit a little more. However this is no different to any other superpower a character is given in any comic ever written. A power and responsibility is gifted and can that person deal with that, what is there journey towards handling that and understanding it? That is many a hero journey in many a successful comic. So I fail to see how Rhodes and Pepper wouldn’t of properly written, qualify for that.
Of course Tony and Bruce Wayne are self made heroes in the sense, as to a lesser degree is the Punisher. One of the reasons I think Banner has endured as THE person who IS the Hulk is due to the hyper intelligent scientist hubris of him. He is Victor Frankenstein as hero.
It’s the difference between Peter Parker, his scientific mind and ability to make web shooters and Miles Morales who is just... some guy. At least Riri can make her own armour.
But just because Tony puts his work in before getting his powers and makes them himself, it doesn’t invalidate the journey a person given powers goes on to master them.
Horse before cart or cart before horse it is all one, but heroes who make their own powers such as Tony and Bats are just rarer and hence more interesting in the context of the series they started and should not be removed from.
