I suspect that, very often, Terry Kavanagh started a story without even knowing how he would resolve the mystery that he had plotted. In my opinion, that's also how Howard Mackie was writing.

David Michelinie & Bob Layton had imagined that Rae LaCoste would have become the new Madame Masque after killing Whitney Frost. It would have been also revealed that she is the ex-wife of Scott Lang (and, thus, the biological mother of Cassie).

In 1995, Rae LaCoste was still around. She was one of the characters irregularly appearing in the War Machine book.
