how Sloumon Grundy became smart and what the purpose of getting to Red Tornado? Is it possible there are others involved? Seemed like an aweful lot of issues for little story.

It was established in Starman that Solomon is reborn after every death in a new form. Each form has different degrees of strength, intelligence, and madness. It's why we sometimes get a hulk like Grundy or sometimes get the psychotic weaker grundy.

The following explanation is iffy because the only issue clear in my mind is #6. I plan to read them altogether soon.
Grundy didn't want to die again and be reborn in a dumber body. He wanted to keep his intelligence, and he figured he could do that by becoming an immortal. I'm not quite clear here because I haven't re-read the storyline yet (only read it month by month), but it seems there's only a certain number of immortals 'allowed' on earth. Grundy's plan was to take RT's place by killing him off in a human body.
