That's the post-crisis Val though. The one shown in the current issue of JLA is the "pre-crisis" Val. And a lot of those characters on that cover haven't appeared in this JLA series.

No, I realize that. They couldn't put Val with his pre-COIE costume or he'd definitely stick out. As it was, he was almost unrecognizable, yet just recognizable enough for people to say, "I think that's Karate Kid. But why is he there?!?!?" Also, it would have brought up the whole pre/post-COIE thing earlier then TPTB wanted.
