You are correct. Hal was at the very least off Earth during the COIE.

Everyone seems to be under the impression that Hal and Bruce had the same realization and flashback -- i.e. Barry sliding through time and space in his final moments. Not so. Bruce realized that he was in the place where he saw the image of a dying Barry just prior to the Crisis. But Hal realized that he was in the science lab where Barry got his powers -- hence the door marked "Laboratory". Granted the image they showed of what Hal was seeing (in his mind's eye at least) was hard to make out, but if you look that's what it is: the lightning hitting Barry and the chemicals on the table.

So Hal was at the spot of Flash's 'birth' and Bruce at his death (or very nearly). Both important places in the life of Barry Allen, but only the lab should have had specific meaning for Wally.
