They haven't said for certain, but it makes the most sense. Why give us all these clues pointing towards Barry and not have it be Barry at the end? Besides, Bart didn't die in the speedforce. He had the speedforce sucked out of him so he couldn't be one with the speedforce. That makes resurrection pretty tough.

I have been wrong before, but it really does seem like this LSH capture Barry Allen. This makes sense because Barry Allen is the only individual who can traverse parallel worlds on his own, so that makes him a prized for anyone trying to stop a "great disaster" from occurring.
