Not really. KK has gone toe-to-toe with Monel and was shown as being just as quick in regards to reflexes. So that's not just KK being a windbag, he has the speed to back it up.
I do believe that any Flash in terms of raw speed would be faster though.

And I, of course, agree. Val was just talking about that instant. Had Val's comment been made in a movie/tv show/animated series, the audience would have known what he meant and they would have laughed out loud.
