Yes that is correct from #0 onwards Rex was a JLA regular and it was here that the first Crimson Fox was killed. (JLA (2) #104 IIRC).

gerard Jones had some nice ideas - though it was one big soap opera really. He had some big hitters on the team - Wonder Woman, The Flash, Hawkman, Power Girl but for me the main problem was the art - Chuck Wotjewicz(sic) was just wrong for the League.
