I wouldn't hold being a member of the Suicide Squad against Vixen. Heck, Ray Palmer/Atom was a member of the Suicide Squad before the series got cancelled.

At one point I thought maybe Vixen would be a better Outsider than a JLAer but JLA #11 changed my mind completely. Vixen should stay as a member of the JLA for the foreseeable future.

I believe that was actually Atom III (Adam Cray) that was part of the Suicide Squad.
