In a reverse universe the Spectre could be the one who went wrong with Eclipso being appointed to replace it. Then again as two creatures who have "God's " in their name they might be the same.
Maybe we should call this guy the Green Tornado? The Spectre doesn't have a 'cloud' trail when floating.

Or Eclipso still came first, but he was a good guy. Maybe "God" was the evil being who replaced him with a villainous Spectre and imprisoned Eclipso so he couldn't do any good.
That would be kind of amusing. A diamond shard going around possessing evil people and forcing them to do good deeds.
