It's possible that he could appear, just not that likely. The JLU comic is really aimed at the younger fans (as well as fans of the show) so they probably don't want to have multiple characters with the same code names in the comic. So you probably won't see Barry Allen, Jamie Reyes, Connor Hawke, the female Speedy, Tim Drake Robin, etc.

Most importantly, the series is going to be canceled in May.

Just to respond here, the episode is called "Patriot Act" which paid homage to the original Golden Age team called the "Seven Soldiers of Victory". In the episode Green Arrow, Speedy, Vigilante, Crimson Avengers, STRIPE, Stargirl, and Shining Knight teamed up.

Also, related to another of your questions, Blue Beetle didn't appear in the JLU tv show do to a conflict of rights with the BB radio show in the 1940s.

Found it. Weird, as I don't recall this ep, and I thought I saw every JL/JLU ep.
