Not to the best of our knowledge. DC does however have quite a few freeze-themed villains out there as it is.

The general who bought the Rocket Red suit Ice was found in used Rasputin's black magic to resurrect her. He said so himself. He was even surrounded by creepy monks.

Read Booster Gold's series for that, they are members of a group called "The Time Stealers" alongide Booster's father and someone called the Black Beetle.

They are still active and are regular heroes, but generally they keep being the ones whose butts are kicked (like in WW3) before the other heroes come in.
