This didn't happen simultaneously. T.O. Morrow showed up drunk to warn Max Lord about the second coming of the Overmaster, which his future-tuned mind knew was coming at which point Max gave him a couple of bucks to shut him up and tossed him back out onto the street and then proceeded to not tell the JLA about until after Desaad showed up to deliver the same warning to the JLE. Ivo DIDN'T actually do the alcoholic turn until he teamed up with Morrow in JLA (Morrison run) #5, but he did reform after Ice cured him with Guy Gardner's ring in a Justice League Quarterly issue. Issue numbers for either totally escape me, and my JLI issues from that era are in storage.

Interestingly, Amos Fortune ALSO turned up as a skid row drunk in JLE not long before T.O. Morrow's appearance. His came from good old fashioned bad luck until he pulled a typical scheme of his to get back on top, that ended up causing a Chaos Theory amount of catastrophy to others near him.

Was the Red Tornado created to be similar to Wonder Man and Vision over at Marvel? I know the Wonder Man and Vision origins (and they appear to be a little simpler) but I don't really know about the Red Tornado's origin. The time frame here is Wonder Man (1964), Red Tornado (August 1968), and Vision (October 1968). I know that there was a lot of "copying" at both companies back in those days, so it wouldn't be completely unheard of.

Wonder Man was created to by a bad guy to join the Avengers and spy on them. He later chooses to die instead of betraying the team.

Vision was created by a bad guy, rebels against him to join the Avengers. He was created from the robotic body of a golden age superhero, and given the brain patterns of the dead Wonder Man.
