It seems to me reading the plot summary above that Robinson is already running into the same problem McDuffie did with external factors constantly uprooting the line-up and storylines.
I agree completely it is not on to announce a new line-up and immediatly dismantle it but Mon-el's fate was preordained and probobly speeded up by changing gears in the Superman office, while Batman too is not going to be around much longer thanks to Grant Morrisons project, Black Canary is possibly off to the new Birds of Prey, Green Lantern is tied up deep in Blackest Night and the Corps etc... and the Titans such as Troia are merely on loan and subject to the Titans books!

All of this makes it clear the JLA is just not deemed that important by DC. Right now You could easily have a strong team including 'free' characters like Captain Atom, Plastic Man, Doctor Light, Dick Grayson (whatever guise he's in), A Green Lantern, Flash (Wally or Barry), Supergirl, Booster Gold, Troia, Hardware, Zatanna and a few others.
But spare us oddball Z-listers like Mikhaal or Congorilla!
Hell, if it comes down to it raid the JSA, they have a superb line-up that puts the JLA to shame these days.... \(yes\)
