Bear in mind this is supposed to be the first meeting of the JLA, they are all around twenty and Hal has indeed always been cocksure of himself like that, especially in his earliest years!
In pretty much all previous retellings of the JLA's first years this has Been Hal's character... as to Batman's character he's like that with everyone. I thought Batman's character was pretty weak and nondescript in this issue myself, probobly because Hal's was so much larger than life, but like Hal I have a feeling most of the League is going to be written this way - bickering, cocky & not really liking each other at first. Wonder Woman will play the peacemaker and voice of maturity no doubt however.... \(fear\)
