I don't know how the price guides work today but as I remember them they used a lot of arbitrary criteria to judge value. JLI #19 doesn't seem particularly remarkable but it does feature the 'return' of Guy Gardner and a punch-up with Lobo, so that may be one factor. But another more likely consideration might be relative scarcity - I can't swear to it but I very strongly suspect #19 had an unusually low distribution, it did happen back then occasionally, add to the draw of a Guy/Lobo fight and this may be an issue that was/is relatively hard to come by.
