I'm working under the assumption this will be the Earth-3 Luthor... as the alternative is too absurd to think about.
Quite apart from the heroes obvious aversion to the move, I just cannot, not in my most imaginative moments, conceive of a reason that Luthor would want to associate with the Justice League, much less even have the time to play its leader. He just isn't the kind to do this.
So Earth-3 Luthor might make some sense if you assume that's the hooded man the Crime Syndicate are fussing over so. Even then though it remains a serious stretch to see him joining the League just like that. Captain Cold I could see reforming, he isn't the villain Luthor is, but reform takes time. And after all like Luthor Captain Cold has commitments elsewhere - the Rogues and his hospitalised Sister. I can't really imagine him abandoning them so abruptly for some bizarre and uncertain fate in the Justice League.
I shall wait to see this with interest, as good as he can be even Geoff Johns is going to have to go beyond the call if he is ever to be able to sell this as being remotely plausible - Luthor started 'Forever Evil' murdering two innocent men. There is no way this development can work and be credible.

Has it been revealed that E3 Luthor is the captive? Either way, if the regular Luthor were to assume that mantle it'd be as ludicrous as.. I dunno, Norman Osborn being put in charge. Convicted criminal, internationally despised. Just dumb as all get if it ain't the Prisoner.
But then out Lex will take his place and all goofiness will be let loose.
Capt Cold's been a pretty decent guy for a criminal lately, and I can see him playing a pivotal role in stopping the Crime syndicate in the future.
