Well from what I can gather Superman will switch places with Luthor and become distrusted by the World, we can assume it is Luthor and his squad who save the day by the end of Forever Evil and this gives them the keys to the Justice League. The Flash's role is unknown, it may well be that his reputation too is now mud thanks to the Crime Syndicate and presumably like Superman he refuses to accept the validity Luthors League and quits, which would be logical given his principled nature. Batman is easy to rationalise as while he wouldn't be any happier with the situation he is pragmatic enough to know that someone has to be there to watch Luthor and control his actions.

I dislike Luthor's League too. While he is well known for being able to inveigle his way into power like this (President Lex, Winning back Lexcorp in War of the Supermen) the problem with this current development is that I cannot for the life of me accept that he would want it. Becoming US President was about power, the potential for complete control of everything around him.... becoming Justice League leader is about what exactly? Putting his head on the block for the next threat to chop off? Or the one after that?
No, Luthor isn't that direct. He has no interest in heroics or unnecessary confrontations, he gets other people to do the dirty work and take the risks. Why do this when others, like Batman, can take the risk instead? There's nothing in this for him.

I don't think there will be any significant changes as the pool is so limited by which to draw on for this team. You might change the leader from Constantine to Zatanna but both will still be on the starting line when a situation comes up, perhaps a villain might join...?

I know Supergirl is due to join but the line-up seems pretty set at the moment, unless of course the premise will be like that of JL:Task Force... still, I don't see why the membership can't be fluid with a couple of members. Simon Baz's fate is a mystery but Katana I can see headed for Birds of Prey, Vibe looks set for comics semi-limbo along with OMAC and Element Woman.
I am undecided about this book, but Adam Strange being teamed with Hawkman is suggestive of a book with one foot in the Stars, and the first arc features old JLA foe The Unimaginable, so it looks like a book with a lot of plot options open to it.

Via Geoff Johns word did have it that Hal would return to the League this year but it looks like plans have changed completely.
I don't agree with this books direction but shall keep an eye on it, it might get interesting. Eventually.
