Green Arrow.... he joined back around issue #8? Then... 'unjoined'. Ending up in the short run JLA book that morphed into JL United.
I think I would say no to Arrow as a new member, chiefly because in this new canon he is one very short step from being Hawkeye, what he needs badly is a character and look that is more distinct from Clint Barton's, because as it stands there is little to seperate the two. Oliver Queen is much too Vanilla today.

I would send Captain Marvel on his way as we have Superman, bring in Black Canary as she would add backbone and discipline, and give Vibe a call as his abilities would open up a few story possibilities and he deserves the exposure.
I might suggest Stargirl, but unless Vibe or someone of a similar age comes aboard for her to be balanced by she would be out of place in this team of veterans and professionals.

About the other seven:Catwoman: I doubt she'll guest star since she's perhaps the most shadiest of the ARGUS JLA.Simon Baz: this guy needs to make a comeback. I understand he's the Hank Heywood III of the ARGUS JLA, but he's cooler than Steel himself since he is one of the few Muslim heroes in the New 52.Katana: maybe a JLA/Suicide Squad story could happen.Green Arrow: I stand pat with Ollie as a guest star, maybe as a member. He's the most logical of the group.Hawkman: another good choice for guest star or member. Both Green Arrow and Hawkman were members of the pre-New 52 JLA and the ARGUS JLA. I wish they would stay on Justice League Canada (I quit reading Justice League United after J'onn, Ollie, and Carter left).Vibe: at first, I thought that he was a loser, but his New 52 counterpart is beloved (at least during his first five issues and the first seven issues of Justice League of America). I'm not much of a Vibe fan myself, but I'll say maybe, but I can also see him on the kill list.Stargirl: I don't mind Courtney as a guest. With JLU ending, Stargirl could need a new home before DC comes out with my idea for JLA West (which should compromise Green Arrow, Stargirl, newcomer Relampageya, Atom, Hawkman, Black Canary, Martian Manhunter, and Green Lantern John Stewart). If the main JLA team adds more members, so might JLA West. There are some parallels to my JLA team and the main JLA:Martian Manhunter=SupermanGreen Arrow=BatmanBlack Canary=Wonder WomanJohn Stewart=Green Lantern Hal JordanAtom=FlashHawkman=AquamanStargirl=CyborgRelampageya=ShazamI just hope DC adds my idea to the table.
